Tulane University Early History in Brief

This story begins in 1834, when the Medical College of Louisiana was founded, partly in response to fears of diseases in the US. It was the second medical school in the south and fifteenth in the country. In 1847, the State Legislature established the school as the University of Louisiana, a public university. The law department was added around that time. The first President, from 1847 to 1849, was Francis L. Hawkes, a prominent man at the time from North Carolina.

In a case of peculiar foreshadowing, Hawkes was involved in a libel suit involving allegation of sexual affairs against him from George Washington Dixon, who eventually plead guilt in 1838, but later claimed in 1841 that Hawkes had paid him off.

The university was closed during the Civil War, from 1861 to 1865. After it reopened, it went through a period of financial challenges because of an extended agricultural depression in the South which affected the nation’s economy. By 1882, Paul Tulane, owner of a prospering dry goods and clothing business, donated extensive real estate within New Orleans for the support of education. This donation led to the establishment of a Tulane Educational Fund (TEF), whose board of administrators sought to support the University of Louisiana instead of establishing a new university.

The first president of Tulane University, was William Preston Johnston, from 1884 to 1899. The second President (Acting) was William Oscar Rogers, from 1899 to 1900. The third President was Edwin Anderson Alderman, from 1900 to 1904.

At this point, the most pertinent information I have on Tulane’s history are its documented Presidents up to modern times. Documentation pertaining to trustees and boards is lacking for now.

New Orleans Elite & the JFK Assassination

Ties to “Strange Deaths”

The context that Tulane University sits in on this site is the JFK assassination saga. It is a key historic institution of the New Orleans elite. For starters, Jim Garrison, the controversial New Orleans District Attorney, from 1962 to 1973, was a student at Tulane Law School. He Graduated in 1949 with a bachelors and later obtained a masters in civil laws. Another graduate from Tulane Law School was Joseph Rault, Jr., who was a member Kappa Delta Phi and later the New Orleans Petroleum Club and key founder of Truth & Consequences, Inc., which financed Garrison’s JFK assassination investigation in the late 1960s. Another member of the NOPC and T&C was Eberhard Deutch, who has the Chair of Public International Law named after him. He was a close mentor and law partner of Garrison, who named one of his children after him. Clay Shaw, the longtime ITM managing director, became the pivotal figure in Garrison’s failed tried. Shaw died from lung cancer in 1974.

Other persons covered on this site attended or visited Tulane. Hale Boggs, Sr., the Senator, graduated from Tulane in 1934, and served on the Warren Commission. In 1972, Boggs was the victim of a questionable plane disappearance in Alaska. Dr. Mary S. Sherman was a professor at Tulane and was alleged to have been in contact with such questionable figures as David Ferrie and Lee Oswald. Sherman died in an strange unsolved murder case in 1964.

Another graduate from Tulane Law School was Maurice Brooks Gatlin, an intriguing figure who was tied to Guy Banister and was an alleged CIA courier who transferred funds to Gladio-tied underground elements in Europe such as the OAS. Gatlin died from a heart attack and/or fall from a hotel in 1965.

Dr. Nicholas J. Chetta, Jr. the longtime New Orleans coroner, lectured at Tulane. Chetta handled almost all of the “strange death” cases that occurred in New Orleans and later helped in manipulating the Garrison case by drugging key questionable witnesses into confessions. Chetta died from a heart attack in 1968. One of Chetta’s relatives-in-law was Henry M. Delaune, who was given a grant fromm the United Negro College Fund to attend Tulane. He also came to work at the coroner’s office. In 1969, Henry Delaune was murdered in his apartment, the case remains unsolved. Henry’s brother, Jules Delaune, died in 1971 at the age of 48.

Another interesting Tulane graduate was William Gaudet, founder of the Latin American Report and was close to Alton Ochsner, Nelson Rockefeller and reportedly the CIA. Gaudet had seen Oswald distributing FPCC literature in front of the ITM in 1963.

Prominent Trustees

One of the trustees at Tulane, since 1882, was Charles Fenner, a prominent New Orleans leader and member of the prestigious Boston Club. His son, Darwin S. Fenner, studied at Tulane but dropped out. Charles was a founding partner of Fenner & Bean in 1941, which merged with Merrill Lynch, E. A. Pierce & Cassatt. Darwin went to work at Merrill Lynch, Pierce, Fenner & Beane. Darwin joined the Tulane Education Fund board in 1953, and was chairman from 1963 to 1968. Furthermore, Darwin was also a member of the Boston Club.

Esmond Phelps, an attorney and board member for Times-Picayune Publishing Co., was a Tulane trustee from 1915 to 1950. His father was the first President of the Times-Picyune. Ashton Phelps was also a trustee at Tulane from 1955 to 1972.

Another major trustee of Tulane, from 1920 to 1961, was Sam Zemurray, the notorious “Banana Man” of United Fruit, Co. Zemurray was born in 1877 in Russia, and imigrated to the US in 1891. He entered the banana trade in 1895 in Mobile, Alabama. He moved to New Orleans in 1903 and established himself in the banana by acquiring the Thatcher Brothers Steamship Company and the Cuyamel Fruit Company. In 1910, he bought land in Honduras along the Cuyamel River. He had increased the efficiency of his business through bribery and special deals with the Honduran government. But in 1910, the government of Honduras was working to reschedule their sovereign debt owed to the UK. US Secretary of State Philander Knox facilitated the negotiations, which would place agents of banker JP Morgan and Co in the country’s customs offices to collect the taxes needed to repay the debt. Zemurray feared that the enforcement of these taxes would ruin his business, and he lobbied Knox to make the deal more favorable to him. Knox made no concessions for Zemurray, and told him not to meddle in Honduran affairs.

Zemurray took matters into his own hands. He devised a plan to overthrow Honduran president Miguel Davila in order to prevent the deal. He recruited mercenary Lee Christmas, who in turn recruited a force of about 100 other mercenaries in New Orleans, including famed Jewish soldier Sam Dreben. They sailed to Honduras in a former US Navy vessel, the USS Hornet, where they began a war to install exiled Honduran former president Manuel Bonilla, who had been living in New Orleans. Gaining rebel soldiers from the local population, the coup was successful, and Bonilla was inaugurated on February 1, 1912. He then rewarded Zemurray with very favorable tax and land concessions for Cuyamel Fruit Company.

In 1913, he bought back the portion of his company owned by United Fruit, following anti-trust pressure on United Fruit. In the 1910 and 1920s, , Zemurray continuously conflicted with United Fruit. Their competition over land in Central America included pranks, sabotage, legal challenges, and approached outright violence. In 1928, a Cuyamel Fruit boat was discovered with a cache of weapons aboard. In 1929, US Department of State facilitated discussions between Zemurray and United Fruit to merge their companies and end the conflict, which was endangering American interests abroad. A deal was completed in 1929, in which Zemurray sold Cuyamel to United Fruit for $31.5 million in stock, making him one of the richest people in the United States. Though Zemurray had prided himself on independence, he sold his company because of increasing pressure from the Department of State and because of the financial insecurity brought on by the Great Depression. He became President of United Fruit.

After WWII, Zemurray was a member of the Committee for the Marshall Plan to Aid Europe, alongside other US superclass men as Rudolph Hecht of New Orleans, Allen Dulles, Willian Donovan, Nelson Rockefeller, Kermit Roosevelt, John Hay Whitney and others.

In 1953, the US State Department and United Fruit embarked on a public relations campaign to convince the American people and the rest of the U.S. government that Colonel Jacobo Arbenz intended to make Guatemala a Soviet “satellite”. Zemurray authorized Edward Bernays to launch a propaganda campaign against Col. Arbenz’s democratically elected government, which intended to expropriate some of the unused land owned by the United Fruit Co. and redistribute it to the local peasants. In 1954, the campaign succeeded and the CIA helped orchestrare a coupe to overthrow Arbenz with a military junta under Col. Carlos Castillo Armas. Zemurray retired in 1954 and died in 1961.

Another key person in United Fruit was Joseph Montgomery, a Tulane trustee from 1947 to 1967. He was a director, vice president and legal aide to United Fruit. In 1945, he was a founding director of the International Trade Mart. He was a member of the Boston Club as well. He would also be involved in INCA and the Ochsner Hospital, like Darwin Fenner.

On the Tulane board of visitors, from 1954 to 1961, was Langbourne Meade Williams, President of Freeport Minerals, from 1933 to 1958. Williams, who was educated at Harvard, was from a prominent family in Richmond, Virginia. In 1927 to 1928, he joined the family investment firm, which invested in Freeport-Texas Company, a sulfur mining business based in New York. He waged a proxy war in 1928 over concern about management not aggressively pursuing increased revenue. He became Vice President of Freeport in 1930 to 1933, with John Hay Whitney as Chairman of the board. Several Whitney family members were reported to have been trustees of Tulane in the 1800s. Godfrey S. Rockefeller was also on the board in 1935. From 1933 to 1964, Williams was on the visiting committee of Harvard Business School. From 1941 to 1961, Williams was a trustee of the Bank of New York. He was involved in the Marshall Plan to rebuilt Europe in 1948. He was Chairman of Freeport from 1958 to 1969. In 1959, Freeport’s nickel mining operations in Cuba were seized after Fidel Castro came to power. From 1958 to 1974, Williams was chairman and director of Texaco. From 1963 to 1968, he was on the board of visitors of the University of Virginia. From 1969 to 1973, he was chairman of the executive committee. In 1979, Williams was a member of the Pilgrims Society. He died in 1994. He was involved in numerous clubs and institutions over his life. Among them were: Century Association, Union, Metropolitan, Commonwealth, Country of Virginia, the Council on Foreign Relations, George C. Marshall Research Foundation, Business Council, Virginia Historical Society, Society of Cincinnati, Phi Beta Kappa, Omicron Delta Kappa, Delta Psi.

MKULTRA, Blackmail & Abuse Allegations

Clay Shaw & Jim Garrison

One of the most peculiar undercurrents of DA Garrison’s trial against Shaw was the bizarre sexual aspect behind it. That angle cropped up on numerous occasions during the case.

Perhaps it’s most appropriate to begin with Garrison himself. On February 23, 1970, almost a year after the Shaw trial had concluded with a not guilty verdict, journalist Jack Anderson published a sensational column for The Free Lance-Star with the glaring title, ‘DA Accused of Molesting Boy’.

The allegation was made by a “prominent member of the New Orleans “establishment” whose brother is one of the most respected men in the South.” It was based on statements of the father of the alleged victim, a 13-year-old boy. A detailed letter was filed with New Orleans grand jury foreman William J. Krummel by Crime Commission Director Aaron Cohn. As a side note, the New Orleans Metropolitan Crime Commission was founded in 1952 and in the 1960s included executive directors as Alton Ochsner, Eustis Reily, non executive C.C. Clifton (INCA), and others. All three were involved in INCA, which led an anti-Garrison campaign since the late 1960s, yet ironically included among its directors New Orleans Petroleum Club members who inspired and financed Garrison’s investigation from the beginning.

The alleged offense took place in June 1969, at the New Orleans Athletic Club, which itself was founded in 1872 and has been plugged into the New Orleans elite for many decades. Clay Shaw was also a member.

The allegation was summarized as follows:

“In-brief,” … the father “alleged that on a Sunday in June 1960, he and his two teenage sons were swimming in the nude at the New Orleans Athletic Club. “Garrison invited them to the Slumber Room to relax and take a nap. In that room, Garrison twice fondled the genitals of the younger son, 13 years … The elder son … then age 19, openly denounced Garrison at the (club).

Anderson concludes the report by noting Garrison “frequently brought the element of pervsion and sex into his cases. He made his name by cleaning up prostitution in New Orleans. … [in] the prosecution of Clay Shaw… [he] remained marked with the sexual stigma.”

According to Anderson’s report, Garrison had denied the charge and friends had reportedly backed him up insisting he was a “devoted family man.” Yet, Garrison made no public statement and the case ultimately seemed to just disappear.

As far back as 1967, when Garrison’s investigation was exposed to the media, he stated in a Playboy Magazine interview that forces were out to sabotage his investigation. The next charge he expected from them was that he was engaged in “child molesting.”

The family that made that exact charge against Garrison on 1969 had been warned against it, but Crime Commission Director Kohn had encourage them to file it. But out of fear, the family took no action. Kohn then gave the information to a grand jury and someone leaked the story to Jack Anderson. What exactly occurred in the grand jury investigation is unknown. The foreman Krummel was afraid to mark my public statements about it.

Author Patricia Lambert, who published the anti-conspiracy/anti-Garrison book ‘False Witness’, investigated the scandal years later in 1993. She interviewed members of the family involved, including the victim. Lambert obtained detailed testimony about the incident, which I highly encourage anyone interested to read.

The older brother recalled, after confronting Garrison about what he had done, that Garrison had a pistol in his locker and then became concerned that he might get shot. Word of the incident immediately spread around and Aaron Kohn even called the family the same day encouraging them to testify. But the father called a relative, an attorney, who discouraged them from taking any action. He warned that “terrible harm” would come to the boy and that the family would never prove anything. The family was “warned” about the boys safety and that he might be “kidnapped from school.” Someone had warmed them that “They are going to bury the ax, and they are going to bury it in [his] back.”

Lambert’s investigation didn’t end there. “What Garrison did in the Slumber Room that day,” she wrote, “may have been the tip of the iceberg.” A man named David Chandler told Lambert, speaking from what he described as first hand knowledge, claimed Garrison was “basically a pedophile.” That didn’t mean he necessarily avoided older partners, but that he preferred very young ones. Chandler claimed that his “overt preference” was adolescent girls “around sixteen and younger.” Chandler claimed he had no first hand knowledge about boys, but believed Garrison was indifferent to gender. Chandler claimed Garrison wanted his victims inexperienced and complaint so that he would be in control.

Among the speculation about why Garrison might have molested that boy range from being on drugs to the thrill of the risk involved, or maybe he felt safe in the darkness of the Slumber Room. Garrison was a regular at the New Orleans Athletic Club, which he made his second office, relaxed there, held meetings there, worked there. It’s probably certain that Garrison felt he could get away with it, whether he had in the past or that as DA he felt untouchable.

There appears to be some corroboration for Garrison’s alleged homosexual tendencies. Frank W. Manning, the State Attorney’s chief investigator who conducted a secret investigation on Garrison’s office during his first term, told the FBI that Garrison “himself might be a sex deviate or at least he is a participant in some deviate activities with other homosexuals.” Manning claimed Garrison and a couple others had been shaking come the homosexual community by arresting hundreds and then releasing them after making payoffs.

Now we circle back to Garrison investigation of Clay Shaw, who was a known homosexual. On March 1, 1967, as Garrison’s investigation was in full gear, Clay Shaw was handed a subpoena and was questioned at the DA’s Office about his connection to David Ferrie, again another homosexual. Shaw was arrested the same day and Garrison’s office had a search warrant ready for Shaw’s home at 1313 Dauphine Street. The search of his house had produced some shocking information about Shaw’s personal life.

Joan Mellen describes in her pro-Garrison book, ‘A Farewell to Justice’:

“Upstairs, it was as if an entirely different man lived here. Attached to the beams in the ceiling over the bed in the master bedroom, just as Dr. Lief’s patient had described them, were huge hooks with chains fitted with wrist straps hanging free, hooks large enough to hang a human body.

On the ceiling were bloody palm prints. Many hands had been suspended there, William Alford thought, and he wondered whether anyone had died or been seriously injured in this room. A black gown bore “whip marks,” William Gurvich noticed. Five whips bore traces of blood. A cat-o’-nine-tails sat in the closet.

“Let’s dust and lift those prints,” Alford said. Ivon refused. The boss didn’t want to make Shaw’s sexuality an issue.

“At 11:15, Garrison’s investigators emerged from 1313 Dauphine Street with five cardboard boxes containing ropes, whips, chains, marble phalluses, the black cape, a black hood and black lacquer Asian-type sandals with white satin linings that had never touched pavement, belying the later contention that these were Mardi Gras costumes. Shaw’s notebooks contained the names of European aristocrats.

Alford’s suspicions about those bloody handprints had been well founded. Shaw’s maid, Virginia Johnson, would reveal that there had been a “mysterious death or killing of somebody in the house,” and although the coroner had come to pick up the body, there had been no police investigation. Al Oser discovered that only two weeks before Shaw’s arrest, the police were called “because Clay Shaw, a white male, and two colored males were on the patio naked and using wine bottles on each other.

“Among the first people Shaw notified after his arrest was Fred Lee Crisman, Tommy Beckham’s mentor. He was in trouble, Shaw told fellow CIA operative Crisman. In addition to their political affiliations, Shaw and Crisman had sexual proclivities in common. Crisman would describe himself as “being sadistic in sexual practice preferences.”

Garrison sent the phalluses, whips and chains to Dr. Robert Heath, the head of psychiatry at Tulane. Heath concluded that Shaw’s motive for becoming involved in a conspiracy to murder President Kennedy “could very possibly have been rooted in his “sadistic, homosexual abnormality.” Yet, Garrison rejected this thesis and refused to investigate whether violent sex crimes had taken place at Shaw’s home. “I don’t want that factor to enter this case,” Garrison said.

The suspicion around Shaw doesn’t end there, as ISGP has found. In Shaw’s notebooks were contacts with European aristocrats, including one Princess Jacqueline de Riquet de Caraman-Chimay. The details of how Shaw came into contact with this noble living in France do not appear to be known, but we can date it to 1967 at the latest. What ISGP discovered is that the very same de Chimay family popped up in the 1990’s Dutroux X-dossiers. The leaked summary of the dossiers contains numerous victim-witness testimony, among them was X2, who in one instance described being taken by her pimp to a meeting in mid-1986 with the Prince de Chimay being present. X2 further claimed to have been taken to meetings at Chateau de Chimay 5 or 6 times where she believed hunts on children were being organized. She was never a visual witness, but she heard shouting and gunfire. This including screams of children or around 10 years. X2 was not the only victim-witness to describe hunts like these, also with similar names being identified independently of each other.

While the events described above are apart in time by about 20 years, there does seem to be recurring themes around these characters. In Shaw’s case, other European contacts such as his presence on the board of directors of Permindex places him in connection with the P2 network in Italy, which pops up alongside Gladio in Belgium with remarkable prominence among figure named in the X-dossiers. Shaw was also in contact with members of the Borghese family, which was deeply tied into Gladio and curiously ties into the UFO disinformation circuit. One of the oldest allegations was in the X-dossier dates back to the 1950s, which raises the possibility or question of Shaw’s connection to this network.

At the very least, we have to wonder, what was really going on in New Orleans? Because Shaw wasn’t the only figure in the JFK saga to crop up with connections similar to those found elsewhere in the X-dossiers. This aspect might be explored more here in the future. But we also have to ask, why did Garrison completely ignore this aspect of his investigation? Why did Garrison tank his own case? Why was Garrison being funded by persons also involved in his own opposition? Even this latter aspect isn’t immune, for INCA’s board counted such persons as the Frenchman Georges Albertini, who was part of Otto von Habsburg’s Le Cercle, which also included extensive Gladio and X-dossiers ties.

George White’s operation

The strangeness in New Orleans seems to have no end. There appears to be solid evidence of an MKULTRA-tied blackmail operation having had a center in New Orleans. In 1953, the notorious Sidney Gottlieb, head of the CIA’s TSS department and the MKULTRA project, approached one Col. Dr. George White. Born in 1906, White started his career out as an itinerant journalist working in San Francisco and Los Angeles. In 1934 he became a narcotics agent for the Federal Bureau of Narcotics. During WWII, he was in the OSS where he acquired the rank of lieutenant colonel. White was somewhat of a legend. In his OSS days, he had supposedly killed a Jap agent overseas with his bare hands.

In 1943, on assignment for the OSS’s Stanley Lovell, White conducted the first field test of marijuana laced cigarettes on a notorious New York gangster named August Del Gracio, a lieutenant of Lucky Luciano. These tests were continued by trying the same thing on suspected Communist soldiers stationed in military camps outside Atlanta, Memphis, and New Orleans. They attempted to use the laced cigarettes on the subjects, pried them with information extracted from FBI dossiers. One of White’s partners in this business recalled an incident that took place at the famous Roosevelt Hotel in New Orleans, as As John Marks in his 1978 book ‘The Search for the Manchurian Candidate’ describes, “George was quite a guy, … after we had interviewed our men, we were lying on the beds when George took out his pistol and shot his initials into the molding that ran along the ceiling. He used his .22 automatic, equipped with a silencer, and he emptied several clips.” Such stories are not uncommon about White.

After WWII, White returned to the Narcotics Bureau and by 1952 was working in the New York office. When the CIA’s MKULTRA launched in 1953, Sidney Gottlieb reviewed old OSS files and learned about White’s experiments with finds a “truth drug.” For Gottlieb, White became a perfect target for recruitment. Before approaching White, Gottlieb had gotten permission to use him on a part time basis from the head of the Federal Bureau of Narcotics Harry Anslinger.

In June-May 1953, Gottlieb had successfully recruited White into his MKULTRA project, with White becoming head of what was called “subproject #3. In John Marks’ book ‘The Search for the Manchurian Candidate’, he outlines the arrangement:

“White rented two adja cent Greenwich Village apartments, posing as the sometime artist and seaman “Morgan Hall.” White agreed to lure guinea pigs to the “safehouse”—as the Agency men called the apart ments—slip them drugs, and report the results to Gottlieb and the others in TSS. For its part, the CIA let the Narcotics Bureau use the place for undercover activities (and often for personal pleasure) whenever no Agency work was scheduled, and the CIA paid all the bills, including the cost of keeping a well stocked liquor cabinet—a substantial bonus for White. Gottlieb personally handed over the first $4,000 in cash, to cover the initial costs of furnishing the safehouse in the lavish style that White felt befitted him.
Gottlieb did not limit his interest to drugs. He and other TSS officials wanted to try out surveillance equipment. CIA technicians quickly installed see-through mirrors and microphones through which eavesdroppers could film, photograph, and re cord the action. “Things go wrong with listening devices and two-way mirrors, so you build these things to find out what works and what doesn’t,” says a TSS source. “If you are going to entrap, you’ve got to give the guy pictures [flagrante delicto] and voice recordings. Once you learn how to do it so that the whole thing looks comfortable, cozy, and safe, then you can transport the technology overseas and use it.” This TSS man notes that the Agency put to work in the bedrooms of Europe some of the techniques developed in the George White safe house operation.
In the safehouse’s first months, White tested LSD, several kinds of knockout drops, and that old OSS standby, essence of marijuana. He served up the drugs in food, drink, and cigarettes and then tried to worm information—usually on narcotics matters—from his “guests.” Sometimes MKULTRA men came up from Washington to watch the action. …”

Six month’s into White’s operation, on November 28, 1953, the strange death of Frank Olson, occured, after he fell from a window during one of these MKULTRA experiments. Present at the incident was Robert V. Lashbrook, who while at the police station to identify the body, had a piece of paper with George White’s initials and the address of his safehouse. The operation was temporarily suspended, but soon restarted. But Gottlieb had to order White to slow down again, as the New York State commissioner had summoned him to explain his role in the deal that got Governor Dewey to pardon Lucky Luciano after the war. They questioned White about his marijuana testing, but the attention eventually faded without the ongoing project leaking out.

In early 1955, the Narcotics Bureau transferred White to San Francisco to become chief agent there. Gottlieb decided transfer the entire safehouse operation with him. The MKULTRA’s new offshoot was subproject #42, aka Operations Midnight Climax. Marks continues:

“White soon rented a suitable “pad” (as he always called it) on Telegraph Hill, with a stunning view of San Francisco Bay, the Golden Gate Bridge, and Alcatraz. To supplement the furniture he brought from the New York safehouse, he went out and bought items that gave the place the air of the brothel it was to become: Toulouse-Lautrec posters, a picture of a French can can dancer, and photos of manacled women in black stockings. “It was supposed to look rich,” recalls a narcotics agent who regularly visited, “but it was furnished like crap.”

White hired a friend’s company to install bugging equipment , and William Hawkins, a 25-year-old electronics whiz then studying at Berkley put in four DD-4 microphones dis guised as electrical wall outlets and hooked them up to two F-301 tape recorders, which agents monitored in an adjacent “listening post.” Hawkins remembers that White “kept a pitcher of martinis in the refrigerator, and he’d watch me for a while as I installed a microphone and then slip off.” For his own personal “observation post,” White had a portable toilet set up behind a two-way mirror, where he could watch the proceedings, usually with drink in hand.

The San Francisco safehouse specialized in prostitutes. “But this was before The Hite Report and before any hooker had written a book,” recalls a TSS man, “so first we had to go out and learn about their world. In the beginning, we didn’t know what a John was or what a pimp did.” Sid Gottlieb decided to send his top staff psychologist, John Gittinger, to San Francisco to probe the demimonde.
George White supplied the prostitutes for the study, although White, in turn, delegated much of the pimping function to one of his assistants, Ira “Ike” Feldman. …

As the chief Federal narcotics agent in San Francisco, White was in a position to reward or punish a prostitute. He set up a system whereby he and Feldman provided Gittinger with all the hookers the psychologist wanted. White paid off the women with a fixed number of “chits.” For each chit, White owed one favor. “So the next time the girl was arrested with a John,” says an MKULTRA veteran, “she would give the cop George White’s phone number. The police all knew White and cooperated with him without asking questions. They would release the girl if he said so. White would keep good records of how many chits each person had and how many she used. No money was exchanged, but five chits were worth $500 to $1,000.” Prostitutes were not the only beneficiaries of White’s largess. The narcotics agent worked out a similar system to forgive the transgressions of small time drug pushers when the MKULTRA men wanted to talk to them about “the rules of their game,” according to the source.
TSS officials wanted to find out everything they could about how to apply sex to spying, and the prostitute project became a general learning and then training ground for CIA carnal operations. After all, states one TSS official, “We did quite a study of prostitutes and their behavior…. At first nobody really knew how to use them. How do you train them? How do you work them? How do you take a woman who is willing to use her body to get money out of a guy to get things which are much more important, like state secrets. I don’t care how beautiful she is—educating the ordinary prostitute up to that level is not a simple task.”

The TSS men continually tried to refine their knowledge. They realized that prostitutes often wheedled extra money out of a customer by suggesting some additional service as male orgasm neared. They wondered if this might not also be a good time to seek sensitive information. “But no,” says the source, “we found the guy was focused solely on hormonal needs. He was not thinking of his career or anything else at that point.” The TSS experts discovered that the postsexual, light-up-a cigarette period was much better suited to their ulterior motives. Says the source: Most men who go to prostitutes are prepared for the fact that [after the act] she’s beginning to work to get herself out of there, so she can get back on the street to make some more money. . . . To find a prostitute who is willing to stay is a hell of a shock to anyone used to prostitutes. It has a tremendous effect on the guy. It’s a boost to his ego if she’s telling him he was really neat, and she wants to stay for a few more hours. . . . Most of the time, he gets pretty vulnerable. What the hell’s he going to talk about? Not the sex, so he starts talking about his business. It’s at this time she can lead him gently. But you have to train prostitutes to do that. Their natural inclination is to do exactly the opposite.

The men from MKULTRA learned a great deal about varying sexual preferences. One of them says: We didn’t know in those days about hidden sadism and all that sort of stuff. We learned a lot about human nature in the bed room. We began to understand that when people wanted sex, it wasn’t just what we had thought of—you know, the missionary position…. We started to pick up knowledge that could be used in operations, but with a lot of it we never figured out any way to use it operationally. We just learned…. All these ideas did not come to us at once. But evolving over three or four years in which these studies were going on, things emerged which we tried. Our knowledge of prostitutes’ behavior became pretty damn good. . . . This comes across now that somehow we were just playing around and we just found all these exotic ways to waste the taxpayers’ money on satisfying our hidden urges. I’m not saying that watching prostitutes was not exciting or something like that. But what I am saying was there was a purpose to the whole business.*

In the best tradition of Mata Hari, the CIA did use sex as a clandestine weapon, although apparently not so frequently as the Russians. While many in the Agency believed that it simply did not work very well, others like CIA operators in Berlin during the mid-1960s felt prostitutes could be a prime source of intelligence. Agency men in that city used a network of hookers to good advantage—or so they told visitors from headquarters. Yet, with its high proportion of Catholics and Mormons—not to mention the Protestant ethic of many of its top leaders—the Agency definitely had limits beyond which prudery took over. For instance, a TSS veteran says that a good number of case officers wanted no part of homosexual entrapment operations. And to go a step further, he recalls one senior KGB man who told too many sexual jokes about young boys. “It didn’t take too long to recognize that he was more than a little fascinated by youths,” says the source. “I took the trouble to point out he was probably too good, too well-trained, to be either entrapped or to give away secrets. But he would have been tempted toward a compromising position by a preteen. I mentioned this, and they said, ‘As a psychological observer, you’re probably quite right. But what the hell are we going to do about it? Where are we going to get a twelve-year-old boy?’ ” The source believes that if the Russian had had a taste for older men, U.S. intelligence might have mounted an operation, “but the idea of a twelve year-old boy was just more than anybody could stomach.”

Among White papers, it is revealed that he was not only in contact with Dr. Sidney Gottlieb, head of the Chemical Division of the Technical Services Division and the man who ran MK-ULTRA, and Dr. Robert V. Lashbrook, a CIA chemist who worked with LSD, he was also in touch with James Angleton and Charles P. Cabell. It has also been allegedly that White was in possession of SM photos.

So, there is absolutely no doubt that the CIA’s MKULTRA involved subprojects dealing with mind control and even apparent sexual entrapment/blackmail operations. But the question of pedophile entrapment? Clearly most people would draw a morale line there, but would people like George White and the rest of the other questionable figures? And, most importantly for this article, did White ever return to New Orleans?

Claudia S. Mullen testimony

It was ISGP where I first read about the testimony of Claudia S. Mullen. According to her, in the 1957 to 1958 period, as a victim of sexual abuse, was brought into Gottlieb’s CIA crowd by the leadership of Tulane University. Subsequently, during the 1960s to 1970s she was frequently used to entrap important officials.

Claudia was born in 1950 and was sexually abused at a very young age. When she was two, she was adopted by a woman, who had already abused her. This woman was a friend of the chairman of the Tulane University board, one Darwin Fenner. Her mother asked him to recommend a physician for her, so he introduced her to Dr. Robert G. Heath, who was chairman of Tulane’s Department of Psychiatry and Neurology, from 1949 to 1980. It was Heath who apparently brought her into the CIA’s MKULTRA program in 1957, when Claudia was 7 years old.

Fenner and Heath have already been mentioned, as they were known persons active in Tulane at the time. Darwin’s father had been a trustee of Tulane since 1882, and President from 1893 to 1906. He was also a member of the elite Boston Club. All this was to say that Darwin Fenner was plugged into the New Orleans elite environment. Darwin, a Tulane dropout who got involved with his the family business Merrill Lynch, Pierce, Fenner & Beane, was a trustee of Tulane from 1953 to 1963. Darwin was also a member of the Boston Club, in 1967 he was on the board of the Ochsner Foundation Hospital, and by 1968 he was on the board of Ochsner’s INCA.

Charles Fenner had been King of Carnival for Mardi Gras in 1941, Darwin in 1955, and his wife was Queen of Carnival in 1959. In 1934, a Laura Fenner was Queen of Carnival and in 1977 a Mary Jane Sanders Fenner was as well. Fenner was Krewe Captain from 1956 to 1968. That certainly underscore the persistent prominence of the Fenners in the area. But there seems to be a possibility of a very sinister side to Mardi Gras, at least by the late 1950s. Because according to Claudia Mullen, Darwin Fenner and many high society-King of Carnival friends were involved in abusing young children at private parties, which were often hosted by Fenner. It was Claudia’s stepmom who began loaning her out to these people for abuse by the late 1950s. With that information, we have to wonder, who else was involved, and may there be other witnesses to corroborate Claudia’s story. We certainly have to wonder who else active in the Mardi Gras-New Orleans elite scene was associated with Fenner, possibly through the Boston Club, or perhaps Tulane University.

According to Mullen, it was in 1957 that her mother brought her into contact with Dr. Robert G. Heath, referred to him by Darwin Fenner. Heath, as already discussed, was a prominent doctor who was Chairman of the Tulane Department of Psychiatry and Neurology. He was widely known for electrical brain stimulation experiments since 1950. In 1953, he began using this technique to alter people’s sexual orientation. Such experiments included electrode implants and showing pornographic material. Heath is said to have been tied into MKULTRA, doing brain electro implant research for the CIA including the use of psychedelic drugs. Funding of course coming from the CIA and Army. In the late 1960s, he was tied into Garrison investigation, directly dealing with the bizarre sexual aspect of the Shaw house search. According to Mullen, Heath brought her into the alleged CIA abuse project, and its certainly not far fetched with the above information. Heath was acquainted with a Dr. Charles Brown, whom Mullen described as among those who sexually abused her and a friend of her stepmother as a family doctor. He also was a friend of Darwin Fenner. He used to work with Dr. Martin T. Orne in the 1950’s and had CIA contacts as well.

According to Mullen, Dr. Orne was one of the scariest people who encountered and also occasionally sexually abused her. Apparently he was the only person who managed to never get himself caught on video with underaged children. Orne was born in Austria and was a professor of psychiatry and psychology at the University of Pennsylvania. He was later part of the False Memory Syndrome Foundation which has been involved in apparently covering up claims of child abuse networks involving MPD/DID and SRA. Orne had worked closely with Sidney Gottlieb in MKULTRA.

According to Mullen, Heath was also acquainted with a certain Dr. Luther Wilson Greene, one of the most controversial figures in this network. It has been suspected that Greene was the main scientist overseeing a research program for a clandestine intelligence group since the end of WWII that was trying to create a mind-controlled assassin with the use of MPD/DID. Mullen claimed that he came to Tulane on occasion to work with Dr. Heath. It is believed that he was the figure in the 1992 Dr. Hammond “Greenbaum speech“, as well as the Dr. Green described by Sen. John DeCamp. He allegedly had done these type of experiments for the Nazis during WWII. In Mullen’s testimony, Green performed experiments on here from 1957 to 1983, and was known as “Doctor” who regularly visited Tulane. Mullen claimed he told her that he created the experiments for Sidney Gottlieb and Dr. James Hamilton. He occasionally sexually abused Mullen and told her that he was Jewish and was put in a concentration camp where her met the Angel of Death, Josef Mangele, and was brought over to the US after the war. Mullen’s story was backed up by Christina Denicola Ebner, who claims to have seen Greene as someone involved in all kinds of intelligence projects, performing radiation, mind control, and drug experiments on her between 1966 to 1976. Ebner described him as very cold and sadistic and went into criminal sex rings to continue his experiments. Ebner was brought to Greene by her father, an Army Officer.

While Mullen’s origin story of Dr. Greene does not appear to line up with L. Wilson Greene’s known biography, including the year of his death, the fact that multiple sources have apparently described the same individual warrants further investigation. He was born in 1900 in Virginia and later moved to North Carolina. He attended North Carolina State University and was involved in the Berzelius Chemical Society in the 1920s. He worked at a Dupont Corporation in Philadelphia as a foreman in the 1920s. He apparently began working for the government in 1929 and since 1941 was a chief engineer on design, construction and operation of the Army’s arsenal in Huntsville, Alabama, later Redstone Arsenal, which fell under the Chemical Warfare Service. He was appointed chief of operations in 1942 and apparently became a Colonel, although does not appear to have an Army career. Post-WWII, he likely helped bring over Nazi scientists to the US. In 1949, he published ‘Psychochemical Warfare, a New Concept of War, a paper that inspired Allen Dulles. From the late 1940s to 1960s, he was a Scientific Director at the US Army Chemical Center at Edgewood Arsenal, where he would have worked around Paperclip scientists that worked on nerve gas and psychochemical agents. In the 1950s he was Chief Technical Adviser at the US Army Chemical Research and Development Laboratories at Aberdeen Proving Grounds, in Maryland. He retired from government service in 1961 and died in January 1973. That’s ten years before Mullen claims that his experiments ended, and 15 years before she claims he died. And it was three years before Ebner claims his experiments ended with her. So that discrepancy does cast doubt on their credibility, but it doesn’t mean we should abandon their testimonies all together yet.

According to Mullen, another controversial Doctor came to Tulane around 1960 as a consultant to do experiments on her at the request of Heath or Greene. It was Dr. D. Ewen Cameron, who was brought to Tulane to do electroshocks on her. He at least appeared to be a little friendly to Mullen. He was good friends with the “Dull Men”, the Dulles Brothers. According to Mullen, she had seen John Foster Dulles occasionally. There was a story that Cameron had saved on of their sons from something. Cameron appeared to work with a Dr. Robert A. Cleghorn, who she described as very cold and anti-social and used a lot more electricity in the electroshock treatments than Cameron did. Cameron was born in 1901 in Scotland. In 1924 he graduated from the University of Glasgow and in 1925 from the University of London. He trained in various hospitals and moved to Massachusetts in 1936. In 1938, he moved to Albany, New York and in the 1930s he set up mobile psychiatric clinics in Canada. In 1943, he started working at the Allan Memorial Institute, at McGill University, with a grant from the Rockefeller Foundation. During WWII, he was part of a secret committee that informed Allen Dulles on the psychiatric profiles of Nazi leaders. From 1955 to 1964, he was involved in behavior modification and sense deprivation experiments with funding from CIA-front Human Ecological Fund. Grants were supervised by James L. Monroe. Cameron was a world renowned psychiatrist and turned up at CIA parties with Allen Dulles, William Buckley and others. He died in 1967 from a heart attack whiling mountain climbing with his son.

There were other persons that Mullen claimed did experiments on her. There was Dr. Stephen Aldrich, he was part of the CIA’s Office of Research and Development and took over the role of Morse Allen and Gottlieb. He had been a medical director of the Office of Scientific Intelligence. Under his leadership at ORD, officials kept probing for ways to control human behavior, apparently post-MKULTRA days.

Morse Allen was also reportedly part of the group that did tests on Mullen and did a lot of other projects dealing with radiation. He was also involved in reviewing blackmail operations. Back in the late 1930s he helped set up the first security files on communists for the Civil Service Commission. He served in Naval intelligence during WWII and after the war he was in the State Department. He joined the CIA’s Office of Security and became head of the Bluebird and Artichoke mind control programs of the late 1950s before Gottlieb took over.

Mullen recalled talking to Dr. John Gittinger, the “Goatee Man”. He was a CIA psychologist and MKULTRA case officer on hypnosis. He was a protege of Gottlieb and a member of the Association of Former Intelligence Officers in later years. Mullen claimed to have encountered Sidney Gottlieb, who was one of the few who didn’t abuse her, possibly because he only liked boys. Gottlieb was also involved in reviewing the blackmail operations. Gottlieb joined the CIA in 1951 as head of the chemical division of the Technical Services Staff. He ran MKULTRA after Bluebird/Artichoke in 1954 at order of Allen Dulles. He was a good friend of Richard Helms. Mullen claims to have encounted Richard Helms “uncle Richard”, who was interested in girls 13 and up.

Mullen claimed a Dr. Phyllis Greenacre did tests on Mullen for sexual type things as a consultant to the group. Another consultant was Dr. James Alexander Hamilton, who abused her since she was around eight.

And finally, Mullen claimed to have encountered the “Martini Man”, Col. Dr. George White, who was in charge of filming the blackmail subjects in compromising positions. He was present with Gottlieb, Morse Allen and an “Uncle Otto” in reviewing the blackmail operations.

In 1959, Mullen was sent to a place in Maryland called Deep Creek Cabins to learn how to “sexually please men”. She claimed Richard Helms, Sidney Gottlieb, George White and Morse Allen were all planning to film as many high government, CIA, and heads of academic institutions and foundations as possible. Mullen recalled the CIA kept bugged hotel rooms in two of the best hotels in New Orleans. She recalled George White showing her the hidden cameras.

A couple individuals Mullen recalled compromising were Senator Russell Long, who was part of the Warren Commission and later helped inspire Garrison’s investigation in the late 1960s, and Senator Frank Church, who was part of the senate investigations of CIA abuses in the 1970s. So here we come full circle back to New Orleans, White, MKULTRA and sexual entrapment operations.

Integrating Kay Griggs’ testimony

There is another mysterious network said to have operated with a center around New Orleans since at least the 1950s. According to Kay Griggs, this network she called “the Joint” and was involved in alleged sexual entrapment. She claimed to have learned about it through her husband, Colonel George Griggs, who was in the Marines. She even alleged that Oswald was picked up by the network when he joined the Marines in 1955. The specifics about her and her testimony are summarized excellently by ISGP.

Her husband went to Princeton’s Hun School with Prince Turki al Faisal and six of his older brothers. She claimed that Charles Caddock was their mentor and organized pedophile homosexual games with children, including Griggs and the Saudis. Another Marine active here in the 1950s was Alexander Robinson. It’s likely that Prince Turki was likely the subject of interest of the CIA, with him eventually taking over Suadi intelligence. Turki was said have been cultivated by men as Ted Shackley, Ray Clines and Frank Terpil, men linked to the “Octopus” network of Danny Casolaro.

According to Griggs, Marine associates of her husband, as Gray, Mundy, Krulan, Sheehan, Stiner and others were involved in a “sexual pervsion” network, with a primary focus on homosexual pedophile abuse. She claimed that General Al Gray and his wife were running a network of hookers to entrap politicians. Back in the 1980s, Gray attended parties with pedophile pimp Craig Spence, Roy Cohn and CIA Director William Casey, both accused of being involved in these type of networks. She also mentioned the George clique as being involved here, which certainly harkens back to Texas with the Bushes prominence there. She named various elite individuals, to save time we won’t summarize too much here, but suffice to say that this network has similar ties to those found in the elite circles around Tulane, not to mention the same theme attached to both.

She named three individuals as having gone to Lake Ponchartrain, north of New Orleans: Michael O’Boyle, a special friend of George Griggs; General Al. Gray, and Col. George Griggs in the 1980s. I actually discussed this New Orleans aspect in some detail in a cancelled article idea:

“While there certainly have been various accusations of Oswald being homosexual or involved in sexually deviant behavior, one direct accusation that comes to mind are the statements made by the rather controversial Kay Griggs, in connection with “the Joint” network. In an interview, she made the following references to Oswald in this lengthy quote:

“HOST: … the United States military is literally run by sexual deviants heavy on the homosexual side. GRIGGS: Truly. HOST: … [In the US] military people like Jeffrey Dahmer, Kaczynski, McVeigh and [Lee] Oswald and a host of other people who have a sexual deviant background primarily homosexual. These individuals are actually sought out by people within the military … GRIGGS: Army. HOST: … for advancement into intelligence type work because they are so easy to control [Griggs keeps saying “Yes”] and they actually become mind slaves and that the US military literally … is a mind control operation.

“GRIGGS: … They’ll switch hats just like that. My husband said its, you know, no big a deal. I’ll go work for the State Department, I don’t really, the marine corps is just a-it’s like a smoke and mirrors thing. And they’re run out of New Orleans 4th Marine, Oswald. I mean they are not, on his level [her husband] he said we’ve never been an enemy of the Soviet Union. They work with these communists. The man who started this whole intelligence operation, the OSS, he was recruiting communists who were involved in … subverting Spain.

“GRIGGS: .. The Marines have no overlord as such, they are um, they can float, they can be truck drivers and still by 4th Marine. They’re run out of New Orleans, just like Oswald was. See Oswald was homosexually recruited by Clay Shaw, David Ferrie, that whole-you know-the New Orleans. … Meyer Lansky’s guy [Jack Ruby]… See all the funding for these operations, go through the Joint, the mob. And, Oswald’s mother had moved to New York and he had gotten under this Zionist psychiatrist [Dr. Renatus Hartogs], … he came down to check on him, he was brilliant, but he wasn’t motivated, he wasn’t told he was special, his dad died or whatever you know. And his father was, I believe, a German solider. But, the point is Oswald was a loner, brilliant, and a perfect candidate. He and my husband’s profile are just, in fact they almost look alike, … psychologically, even they look a lot alike.

“GRIGGS: … I talked to a good friend of Marina Oswald who-um, knows that her husband was a patsy. … In Oswald’s case, um-if you remember, he was uh-he didn’t have any problem getting into the Soviet Union. And he went into the State Department on a Saturday. The man who saw him was a Zionist, he didn’t even meet anybody else, special, elite. Then he went to this town, where … there were a lot of Zionist intelligence elite group. The Georgian Russians had, because most of the intelligence people for a long time were Zionists in the Soviet Union, and in Germany, I don’t know, but I know they recruited a lot of boys at Eaton and places like that, um-homosexually, in England, and then a lot of them went to the Soviet Union. … A lot of this… tied into my husband, because he was in the Mecca for the Jewish intelligence, or the Zionist intelligence people, in Princeton. …

“GRIGGS: … This is about the royal family of Saudi Arabia [flipping through pages of a document]. And um-my husband was, this is how my husband’s gotten his power, um-because my husband went to a private boy’s school on scholarship, he was hooked the same way Oswald ways, um-homosexually. …

“GRIGGS: Hitler was homosexually recruited in a brothel, he was working in little brothel. A cabalist-zionist doctor came in and said oh you look special and great, in other words he was one of many like Oswald, who could be used. And they see how they grow, rather than see how they go… they manipulate them…

HOST: Did your husband ever talk about Oswald, in terms of knowing anything about his case, his handlers… GRIGGS: Yeah, they way, the way George talked about Oswald was, the way, uh-he, when-when you communicate with an alcoholic like that when he’s drinking, um-and he’s been totally battered, mind controlled, but is fed lots of money … [goes on a different tangent] … HOST: … mentioned New Orleans, as kind of a center of mob- GRIGGS: Mind control, illegal criminal activity. HOST: Did your husband ever mention any of the people there? GRIGGS: Yes, he did. In fact he went down there… with General Gray, with Michael O’Boyle. HOST: During the time of 1963? GRIGGS: Oh, he was always going down there. … .

HOST: … These kids join the Army or the Marine Corps, and then they select these kids based on some criteria to train them? GRIGGS: They psychologically profile them. The profile, which is similar to my husband’s, and Lee Harvey Oswald‘s, and McVeigh’s, and some of the others, who were all part of this program. Jeffrey Dahmer was profiled and hidden. You know, they, what most American do not know is that all of these men… they were all picked out because they’re perverted or twisted. … My husband and Oswald are just two peas in a pod. Exactly the same personality, the same type, in the same elite group I might add, which was doing work with communists and russians, with czechoslovakians and with romanians. I met assassins, I met drug lords…

GRIGGS: … In the intelligence world, um-and in the communist world, in the uh-world that my husband was in, um-one had to know french because all of the terrorist trainers and the um-the guys who were funding all the guerillas and everything were in Paris and New Orleans. They would go back and forth, still the fourth Marines is out of New Orleans, and that’s been going on a long time, ever since Disraeli, even before I think. But they had hit squads and um-you know undercover groups in New Orleans. And George [her husband] would go to New Orleans, all the Marines, this is where they train to do terrorist training, Lake Pontchartrain, and places like that… [during the] 1980’s. … i think New Orleans has been a school for a place where debauchery and murder and cults [flourished]. HOST: There’s a New Orleans connection with JF Kennedy assassination. GRIGGS: Well, you see Oswald, my husband and Oswald were the same club. General Jim Joy is in that club, General Louis Buell, … they’re Russians in that club.”

This extensive quote from the interview touches on some fascinating aspects of Oswald’s life. There are numerous references to Oswald, the 4th Marines, New Orleans, homosexuality, and the Zionist establishment.

One of the earliest aspects she points out was Oswald’s stay at the Youth House in April-May 1953, while he was in New York at the age of 13. He was examined there by the chief psychologist Dr. Renatus Hartogs, whom Griggs points out as an early Zionist connection to Oswald. He was interviewed by the Warren Commision and decades later Hartogs was accused of forcing sexual relations by Julie Roy. Hartogs was born in Germany, studied in Frankfurt and Brussels and was Jewish. Furthermore, Oswald was apparently staying in a Jewish neighborhood while in New York. The Youth House itself was started in 1928 for immigrant Jewish girls, then known as the Lavanburg-Corner House. Funding came from the Lavanburg Foundation set up by Fred Lavanburg, brother-in-law of Oscar Straus, who served as chairman of the foundation. Straus was the first Jewish US Cabinet Secretary and first president of the American Jewish Historical Society. Additionally, Straus was friends with Baron Maurice de Hirsch, who funded the Alliance Israelite Universelle. How much any of this is significant to Oswald and the JFK assassination is unknown, but it is interesting to note, sense there are Zionist establishment ties to the case.

After Oswald left the Youth House, it is said that an old lady had handed him a pamphlet on the Rosenbergs, who as part of the Red Scare of Roy Cohn were sentenced to death in April 1951 and executed in June 1953. This incident has been cited as the initial influence on Oswald that got him interested in Communism, which heavily impacted the trajectory of his life. The Oswalds returned to New Orleans in January 1954, where his newly found interested would be cultivated.\

It was reported that the Oswalds were living in the French Quarter at this time. New Orleans, where Oswald was born, is a fascinating location in the JFK assassination. Recall how Kay Griggs described it as a major hub of “the Joint.” It was in 1955 that Oswald, then 15-16, joined a New Orleans chapter of the Civil Air Patrol (CAP), where he apparently met David Ferrie. This is probably the most early significant connection Oswald made, because Ferrie would become a major suspect in the JFK assassination and end of dead under strange circumstances.

Ferrie, himself allegedly molested as a child, has widely been described as a homosexual pedophile who had various intriguing connections. Among the accusation made are that Ferrie had recruited Oswald into the FBI’s Division Five, the counterintelligence division. This does line up with Griggs’ claim that Ferrie had recruited Oswald. The accuracy of these allegations is unknown, but interesting in light of the Permindex connection to this case. Ferrie had joined the CAP in 1947, while still living in Cleveland, Ohio, then moved to New Orleans in 1951. To what extent Oswald got to know Ferrie is unknown, or whether they maintained contact, but they certainly would be found with ties to a similar environment by 1963. Think Ferrie and Oswald ties to anti-Castro Cubans, to Guy Banister.

Griggs’ testimony heavily focused on the 4th Marines in New Orleans. Oswald did join the Marines, but he joined after the Oswalds moved back to Fort Worth, Texas, in September 1956. Certainly the Marines were described by Griggs as a major component of the Joint. Oswald served from December 1956 to September 1959. He went to basic training in San Diego, he went to Kessler AFB, and went to El Toro were he met the curious Kerry Thornley, founder of the Discordianism. Atsugi Air Base in Japan, was a place where the CIA had their top secret U2 spy plane, as well as alleged extensive LSD testing, evidently as part of MKULTRA. Whether Oswald was somehow part of any of these programs is unknown. He was briefly stationed in the Philippines at Naval Base Subic Bay.

After getting in some trouble, Oswald wound up back at El Toro and had gotten deeper into his interest in Communism, even taking a Russian language exam in February 1959. He soon was planning his route to the Soviet Union, where he stayed under the watch of the KGB from September 1959 to June 1962, a significant portion of his life. Griggs seemed to make some references about this period, and certainly Oswald being interested in communism and going to the Soviet Union has always been difficult to square with his various ties to the extreme right.

Let’s refocus on New Orleans, because Oswald wasnt just there in 1939, 1954-1955, and 1959 when he left for Russia. He moved back to New Orleans and lived there from April to September 1963, then 23 years old. Keep in mind that Oswald had met Ferrie in the CAP as far back as 1955, when he was around 15 years old. In this latter period, Oswald had made a number of intriguing connections, as outlined earlier, to persons as Guy Banister (seemingly indirectly), Carlos Marcello, Carlos Bringiuer, and perhaps most importantly Ed Butler.

Kay Griggs described New Orleans “where debauchery and murder and cults [flourished].” There actually is a decent body of information to support such a claim. Besides Oswald’s direct contact with an accused homosexual pedophile, David Ferrie, the clearest connection of Oswald to such reports goes through his August 1963 WDSU radio debate with Bringuier (linked to CIA’s JM/WAVE) and Ed Butler, the Director of the Information Council of the Americas (INCA).

INCA had major overlaps with the International Trade Mart (ITM) and International House (IH), as well as to the Truth & Consequences (T&C) financiers of Jim Garrison’s investigation in the late 1960s. Oswald could also be linked to INCA through his employment at the Reilly Coffee Company, whose owners were financing INCA by the late 1960’s. Other Oswald ties, as mentioned earlier, could be established through his contact with George de Mohrenschildt. One of the Directors of INCA by 1967-1968 was a certain Darwin S. Fenner, who was accused of child abuse. That allegation derives from the testimony of Claudia Mullen, a victim of MKULTRA experiments. Mullen alleged that Fenner along with many of his high society-King of Carnival friends abused young children at private parties, often hosted by him. This apparently happened after her stepmom began to loan her out to these people for abuse. Mullen knew would call Fenner “The Magister” and often he and the other persons present would wear their Mardi Gras costumes. He ran a camp called the Covington Camp for Boys and Girls, where Mullen says “ceremonies” would take place, often involving mock Satanic rituals and sacrifices, which is very similar to how X1 described Satanic themed rituals in Belgium.

INCA Director Ed Butler was also reportedly in contact with Deputy CIA Director Charles Cabell, who in-turn was reportedly in contact with Dr. George White, a spooky figure involved in MKULTRA as head of subproject 3, who was active in New Orleans. One account has White shooting his initials into the ceiling with his pistol at the Roosevelt Hotel in New Orleans. Mullen called White “Martini Man”, who was in charge of filming blackmail subjects.”
